The new tax regime is a "flat rate" for wealthy foreigners. - Help Westhouse

The new tax regime is a “flat rate” for wealthy foreigners.

The Italian Budget Law for 2017 introduced a special regime for individuals who transfer their tax residence to Italy. An important condition: the foreigner as an individual must not have previously resided in the territory of the Italian State for at least nine of the ten tax periods preceding the beginning of the “flat rate” tax period.

The simplified regime provides for the payment of a “flat tax” of €100,000, regardless of the amount of income received, this tax replaces the ordinary and progressive income tax.

This form of taxation also applies to family members, who will have to pay a “flat rate” of €25,000.

The advantages of a “flat rate”:

1) A fixed imputed tax of €100,000 regardless of income (€25,000 for family members to whom it may apply);

2) Exemption from the obligation to declare investments abroad;

3) IVIE and IVAFE tax exemption;

4) Exemption from inheritance, gift and donation taxes on all assets not in Italy.
